Register for an exam
To register for the Test of Russian as a Foreign Language (TORFL) and for the exam in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation, required to apply for a work permit, a patent, a temporary residence permit, or a residence permit in Russia, you will need to:
- register in person at the office of the Language Testing Centre at St Petersburg University, located at: 11, Lieutenant Schmidt Emb, St Petersburg;
- present an identity document;
- present other official documents containing information on the correct spelling of your full name in Cyrillic and Latin transliteration.

You can register for an exam or collect an issued certificate on working days from Monday to Friday from 9:00 to 18:00.

Certificates are issued by the Language Testing Centre within one working day
The exam certificates are issued to candidates who passed the test successfully (achieved a passing score) on the next working day after the exam, upon presentation of the identity document used at registration for the exam.
The TORFL certificates are issued to candidates who successfully passed the test on the third working day after the exam, upon presentation of the identity document used at registration for the exam.
Exam retake policy for:
- Exam in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation.
- Test of Russian as a Foreign Language.
To register for retaking: the Test of Russian as Foreign Language or the examination in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation, required to apply for a work permit, a patent, a temporary residence permit or a residence permit in Russia, you will need to:
- register in person at the office of the Language Testing Centre at St Petersburg University, located at: 11, Lieutenant Schmidt Emb, St Petersburg;
- present the identity document used at registration for the exam;
- provide the official documents containing information on the correct spelling of your full name in Cyrillic and Latin transliteration presented at registration for the exam.
Candidates who failed the exam (did not achieve a passing score) receive a Statement of Results. They are eligible for the exam retake over the following 2 years. There is no limit to the number of retake attempts.
Duplicate certificates
In case of misspelling, the original certificate is revoked a duplicate certificate is issued. To obtain a duplicate, you will need to:
- make a request in person at the office of the Language Testing Centre at St Petersburg University, located at: 11, Lieutenant Schmidt Emb, St Petersburg;
- present the identity document used at registration for the exam;
- provide the official documents containing information on the correct spelling of your full name in Cyrillic and Latin transliteration presented at registration for the exam.
Duplicate certificates are issued within three working days after the request for issuing a duplicate, upon presentation of the identity document used at registration for the exam and for making changes.
Exam policy for candidates with disabilities or special requirements
Candidates with special requirements, who have a disability, registered for the exam in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation, or for the TORFL exam, take the test individually.
Persons with legal incapacity or the first category disability are exempt from state testing in Russian as a foreign language. Persons with legal incapacity or with limited capacity are exempt from the exam in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation. The following persons may be exempt from taking some subtests of the integration exam in Russian as a foreign language, the history of Russia, and the fundamentals of legislation of the Russian Federation:
- persons with partial or total loss of hearing and/or speech are exempt from taking Listening and Speaking subtests;
- persons with total or partial loss of vision may take an individual test, held in oral form in a separate room with an assistant.
